WHEREAS, Our respected former colleague, Thomas T. Farley, a past member of the Colorado House of Representatives, departed this life on August 23, 2010, at the age of 75; and WHEREAS, Thomas Tancred Farley was born November 10, 1934, in Pueblo, Colorado, to John and Mary Farley; and WHEREAS, Representative Farley graduated from Pueblo Catholic High School in 1952; and WHEREAS, Representative Farley earned a bachelor's degree in economics from Santa Clara University in California in 1956 and subsequently earned a law degree in 1959 from the University of Colorado, Boulder; and WHEREAS, On May 14, 1960, Representative Farley married Kathy Murphy, whom he met at the University of Colorado when he was in law school, and they remained happily married for the rest of his life; and WHEREAS, Throughout his life, Representative Farley dedicated himself to public service and helping the underdog; and WHEREAS, Representative Farley won a seat in the Colorado House of Representatives in 1965 and served his district and the state until 1974, becoming one of the youngest minority leaders in the country during his tenure; and WHEREAS, In 1974, Representative Farley ran an unsuccessful campaign against Dick Lamm in the Democratic gubernatorial primary, and for the remainder of his life he was proud of his campaign for governor; and WHEREAS, Though they were political rivals in their race for governor, Representative Farley was great friends with Governor Lamm; and WHEREAS, Representative Farley's public service was not restricted to serving in the House of Representatives; he served both his community and his faith as chairman of the CSU State Board of Agriculture, regent for Santa Clara University in California, and a charter trustee of Great Outdoors Colorado; he served on the CSU Board of Governors, the Catholic Diocese of Pueblo Finance Committee, the Health Net board of directors, the board of Public Service Company of Colorado, the board of the Colorado Wildlife Commission, the Colorado Public Radio board, the Pueblo Catholic Charities board, the Greater Pueblo Chamber of Commerce, and the Pueblo Economic Development Corporation; and he was a member of the Knights of Columbus, the Pueblo County and Colorado Bar Associations, the Colorado Forum, Rotary Club No. 43, Monday Evening Club, BPO Elks No. 90, and the Colorado State Fair Commission; and WHEREAS, As chairman of the Colorado Wildlife Commission from 1975 to 1979, he spearheaded a drive to reintroduce moose to Colorado, which resulted in a moose population of approximately 1,000 in Colorado today; and WHEREAS, Representative Farley received many honors during his lifetime, including, among others, two distinguished service awards and induction into Pueblo Community College's Pueblo Hall of Fame, but he was proudest of his children and grandchildren and their accomplishments; and WHEREAS, Representative Farley established scholarships at Pueblo Community College in honor of his daughters Kelly and Anne-Michele and his daughter-in-law Stella and helped establish the Nancy Crafton Farm Worker/Migrant Worker Endowment Fund at the Southern Colorado Community Foundation; and WHEREAS, In the last decade, Representative Farley worked with Chief Judge Dennis Maes and Magistrate Rebecca Moss to create a Truancy Court program to keep Colorado youth in school; now, therefore, Be It Resolved by the House of Representatives of the Sixty-eighth General Assembly of the State of Colorado: That, in the death of Thomas T. Farley, the people of Pueblo and the state of Colorado have lost an outstanding citizen and dedicated public servant, and that we, the members of the Colorado House of Representatives, do hereby extend our deep and heartfelt sympathy to the members of his family and pay tribute to a man who served his community and his state well and faithfully. Be It Further Resolved, That a copy of this Memorial be sent to Representative Farley's wife, Kathleen M. Farley of Pueblo, and his children, Father John B. Farley of Grand Junction, Michael M. Farley of Littleton, Kelly K. Farley of Pueblo, and Anne-Michele Farley of Pueblo.
