      also REPRESENTATIVE(S) Fields and Beezley, Brown, Casso, Fischer,
      Hamner, Jones, Kefalas, Kerr A., Kerr J., Labuda, Lee, Liston, Massey,
      Murray, Pace, Priola, Schafer S., Scott, Stephens, Summers, Swalm, Todd,
      Tyler, Wilson.
      
      
      Concerning authority for the public utilities commission to create
           an exemption from tiered electricity rate plans based on a
           customer's medical condition.
      
      
      Be it enacted by the General Assembly of the State of Colorado:
      
           SECTION 1.  Article 3 of title 40, Colorado Revised Statutes, is
      amended BY THE ADDITION OF A NEW SECTION to read:
      
           40-3-103.5.  Medical exemption - tiered electricity rates - rules. 
      The commission may adopt rules creating an exemption from any
      tiered electricity rate plan based on a customer's medical
      condition or use of an essential life support device.
      
           SECTION 2.  Safety clause.  The general assembly hereby finds,
      determines, and declares that this act is necessary for the immediate
      preservation of the public peace, health, and safety.
