CONCERNING THE PROCLAMATION OF APRIL 21, 2011, AS "COLORADO OUTDOOR STEWARDSHIP DAY", AND, IN CONNECTION THEREWITH, RECOGNIZING THE IMPORTANCE OF OUTDOOR RECREATION TO THE STATE OF COLORADO AND ACKNOWLEDGING THE EFFORTS OF OUTDOOR VOLUNTEERS AND THE COLORADO OUTDOOR STEWARDSHIP ADVISORY COUNCIL. WHEREAS, Coloradans care deeply about our outdoor heritage, including our magnificent grasslands, mountains, rivers, forests, and urban parks, and want to enjoy and protect them; and WHEREAS, Volunteering reinvigorates Coloradans' enjoyment, conservation, and stewardship of the outdoors, engaging people of all ages and educating them about the importance of our outdoor resources; and WHEREAS, An increasing number of Coloradans want to actively participate through volunteerism in taking responsibility for ensuring that our state's natural and cultural legacy is passed along to their children and grandchildren; and WHEREAS, Coloradans understand the interdependence of a healthy environment and a strong Colorado economy, with outdoor recreation and tourism serving as powerful elements of rural and urban economic development; and WHEREAS, Outdoor recreation contributes over $10 billion annually to Colorado's economy, supports 107,000 jobs across Colorado, generates nearly $500 million in annual state tax revenue, and produces $7.6 billion annually in retail sales and services across Colorado, accounting for 4% of gross state product; and WHEREAS, Colorado's growing nonprofit stewardship community effectively and successfully partners people and communities with government land management agencies to protect and restore the places they cherish and the places in which they enjoy outdoor recreation; and WHEREAS, Volunteer service programs engage young people in learning job and life skills while caring for our public lands; and WHEREAS, Colorado outdoor volunteers are increasingly capable of supporting natural resource agencies in managing myriad environmental and stewardship challenges such as improving forest and grassland health, river and stream restoration, trail maintenance, invasive species control, and historic preservation of treasured cultural resources; and WHEREAS, Volunteer stewardship groups work to create future stewards by engaging youth and families in hands-on outdoor experiences that shape a lasting stewardship ethic among Coloradans of all ages; and WHEREAS, Volunteers committed to thousands of stewardship actions in 2010 with over 1,260,377 volunteer hours valued at over $27,060,294 in skilled, in-kind labor; and WHEREAS, Outdoor volunteering is fun, has a positive impact on health and well-being, and allows everyone who participates to give back in tangible ways; now, therefore, Be It Resolved by the Senate of the Sixty-eighth General Assembly of the State of Colorado, the House of Representatives concurring herein: That we, the members of the Colorado General Assembly: (1) Hereby proclaim Thursday, April 21, 2011, as "Colorado Outdoor Stewardship Day"; and (2) Commend the efforts of the Colorado Outdoor Stewardship Advisory Council. Be It Further Resolved, That copies of this Joint Resolution be sent to Mike King, Executive Director of the Department of Natural Resources; Rick Cables, U.S. Forest Service Regional Forester; Helen Hankins, Colorado State Bureau of Land Management Director; Jonathan Jarvis, National Park Service Director; and Rowan Gould, Acting Director of the U.S. Fish and Wildlife Service. ____________________________ ____________________________ Brandon C.
