R10-0891.02 Debbie Haskins SR10-008 SENATE SPONSORSHIP Schultheis, Cadman, Kester, Kopp, Scheffel, Mitchell, Penry, Spence, King K., Lundberg, Renfroe, White Senate Committees State, Veterans & Military Affairs SENATE RESOLUTION 10-008 Concerning amendments to the rules of the Senate, and, in connection therewith, requiring twenty-four votes to suspend the rules for consideration of a bill not in the usual order of business and requiring a two-thirds vote by a committee of reference to waive the usual notice prior to considering a measure in that committee of reference. Be It Resolved by the Senate of the Sixty-seventh General Assembly of the State of Colorado: That Rule No. 17 (f) (6) of the Rules of the Senate is amended to read: 17. Voting (f) Any matter may be passed by a majority vote of a quorum except: (6) To suspend the rules shall require 24 votes, except upon three days' notice, in which event 18 votes shall be required. Notwithstanding the giving of any such three days' notice, all bills shall be considered in the usual order of business and within the usual time periods set forth in these rules unless the rules are suspended with 24 votes taken by ayes and noes and entered in the journal. Such a vote shall be taken separately on each bill. That Rule No. 22 (d) of the Rules of the Senate is amended to read: 22. Committee Rules (d) No final committee action shall be taken upon a measure unless notice of the measures that are to be considered is posted at least one calendar day prior to the scheduled meetings at which the measures are to be considered. The numbers, prime sponsor, and abbreviated title shall be included in the posted announcement and shall be printed in the appropriate daily calendar of the Senate. Failure of the chairman to post such notice shall not preclude the committee of reference from taking any action on a measure if such action shall receive a favorable vote of a majority of the members of the committee Such notice may be waived by a two-thirds vote of the members of the committee.
