R10-1106.01 Julie Pelegrin SJR10-044 SENATE SPONSORSHIP Spence, HOUSE SPONSORSHIP (None), Senate Committees House Committees Transportation SENATE JOINT RESOLUTION 10-044 Concerning authorization of an interim study of taxi cab license plates. WHEREAS, Colorado law requires the Public Utilities Commission (PUC) to promulgate safety rules for taxi cabs; and WHEREAS, The PUC currently has in place rules requiring taxi drivers to undergo stringent criminal background checks, and taxi companies must file proof of insurance with the PUC; and WHEREAS, Although these rules are in place for the public safety, a person who hires a taxi has no method by which to confirm that the driver and the taxi company are in compliance with these rules; and WHEREAS, A vehicle may easily be painted to imitate a legitimate taxi cab and may operate as a "gypsy" cab that is not in compliance with PUC rules, raising potential public safety concerns; and WHEREAS, The public safety would be better protected if taxi cabs had some conspicuous, external mark that is issued by the state and is not easily counterfeited, such as a license plate, to identify legitimate taxis that are in compliance with PUC rules; and WHEREAS, Such an external mark would be useful to law enforcement agents and parking enforcement agents, as well as the general public; now, therefore, Be It Resolved by the Senate of the Sixty-seventh General Assembly of the State of Colorado, the House of Representatives concurring herein: (1) That the transportation committee of the Senate and the transportation and energy committee of the House of Representatives, referred to in this joint resolution as the "joint transportation committees", are authorized during the 2010 legislative interim to meet, in accordance with the provisions of section 2-3-303.3, Colorado Revised Statutes, to study the issue of creating a special license plate or other state-issued identifying mark for taxi cabs, referred to in this joint resolution as the "taxi cab license plate study"; and (2) That the joint transportation committees shall meet no more than ____ interim committee days for the purposes of the taxi cab license plate study. Be It Further Resolved, That this joint resolution shall take effect only if House Bill 10-1354 is enacted and becomes law.
