MEMORIALIZING FORMER REPRESENTATIVE BLANCHE COWPERTHWAITE. WHEREAS, By the Will of Divine Providence, our beloved former member, Blanche "Bammy" Cowperthwaite, departed this life on June 17, 2009, at the age of 100; and WHEREAS, Blanche Taussig was born in Denver, Colorado, on June 7, 1909, to Gertrude and Arnold Taussig; and WHEREAS, Representative Cowperthwaite graduated from the Kent School for Girls, which later became the Kent Denver School, in 1925, and while there she was one of the first students in history to hear a president's oath of office by radio during President Calvin Coolidge's inaugural address; and WHEREAS, Representative Cowperthwaite attended Goucher College in Baltimore, Maryland, and later earned a degree in economics from the University of Denver; and WHEREAS, On April 5, 1929, Representative Cowperthwaite married Denver realtor Arthur Cowperthwaite, and they had five children; and WHEREAS, Representative Cowperthwaite was elected to the House of Representatives in November 1954, and during her term she served on the Finance, Health & Welfare, and Local Government committees; and WHEREAS, During her time in the legislature, Representative Cowperthwaite sponsored legislation to honor healthcare pioneer Florence Rena Sabin with a statue representing Colorado in the Statuary Hall in Washington, D.C., and also sponsored anti-littering legislation in Colorado; and WHEREAS, Representative Cowperthwaite was named chairwoman of the Governor's Commission on the Status of Women by Governor John Love, and also served on both the Denver and Colorado Commissions on Judicial Discipline; and WHEREAS, While serving on the Commission on the Status of Women, Representative Cowperthwaite, along with Virginia Neal Blue, set up the Virginia Neal Blue Resource Centers for Colorado Women around southwestern Colorado to help low-income men and women make crafts and artwork so they could earn a living and preserve traditions; and WHEREAS, Representative Cowperthwaite was involved in commercial real estate with her husband and two of her sons, serving as Vice President and Director of Cowperthwaite & Co. until her husband's death in 1990; and WHEREAS, In 2003, Representative Cowperthwaite received the Realtor Emeritus award from the National Association of Realtors, honoring her service to the Realtor organization for over fifty years; and WHEREAS, Representative Cowperthwaite was listed in the Who's Who of American Women, the World Who's Who of Women, the International Who's Who in Community Services, and received honorary membership into Delta Kappa Gamma Society International, a professional honorary society of women educators; and WHEREAS, Representative Cowperthwaite served as chair of the Colorado Commission on Judicial Discipline and the Colorado Commission on Judicial Qualifications, served as director of Mountain Bell, South Colorado National Bank, and the Children's Hospital Association, and was a member of numerous community groups; and WHEREAS, In 1996, just weeks shy of turning 87, Representative Cowperthwaite married Denver architect Rodney Davis; and WHEREAS, According to her family, Representative Cowperthwaite was fun to be around, could tell a terrific joke, often lied about her age, and was prone to salty language; and WHEREAS, It is fitting that we, the members of the House of Representatives of the Sixty-seventh General Assembly, pay tribute to the dedicated service of Representative Blanche Cowperthwaite and express our deep regret and sorrow occasioned by her death; now, therefore, Be It Resolved by the House of Representatives of the Sixty-seventh General Assembly of the State of Colorado: That, in the death of Blanche Cowperthwaite, the people of the state of Colorado have lost a dedicated public servant and outstanding citizen, and that we, the members of the House of Representatives of the Sixty-seventh General Assembly, do hereby extend our deep and heartfelt sympathy to the members of her family and pay tribute to a woman who served her state well and faithfully.
