Concerning the expansion of the ability to transfer annual leave between employees in the state personnel system. Be it enacted by the General Assembly of the State of Colorado: SECTION 1. 24-50-104 (7) (c), Colorado Revised Statutes, is amended to read: 24-50-104. Job evaluation and compensation. (7) Leaves. (c) The state personnel director may establish procedures to allow the transfer of annual leave between employees when one employee, or an immediate family member of such the employee, experiences a catastrophic, life threatening health condition an unforeseeable life-altering event beyond the employee's control. The recipient of any annual leave shall have a minimum of one year of state service and exhausted all accrued annual and sick leave applicable paid leave, including any compensatory time. SECTION 2. Applicability. This act shall apply to transfers of annual leave requested on or after the effective date of this act. SECTION 3. Safety clause. The general assembly hereby finds, determines, and declares that this act is necessary for the immediate preservation of the public peace, health, and safety. ________________________________________________________ Terrance D.
