Representative Knoedler presented an overview of House Bill 06-1306, concerning the requirement of a statewide audit to study the implementation of the "secure and verifiable identity document act."

The following people testified regarding House Bill 06-1306:

01:49 PM -- Deb DeBoutez, representing the Colorado Coalition for the Homeless, testified in favor of House Bill 06-1306. Ms. DeBoutez referred to a fact sheet, copies of which were distributed to the committee members (Attachment B). Ms. DeBoutez spoke about the difficulties homeless people face in trying to acquire identification.

01:50 PM -- Mr. Randle Loeb, representing himself, testified in favor of the bill. Mr. Loeb spoke in favor of policies that allow vulnerable individuals to make decisions for themselves.

The committee was called back to order. A discussion ensued regarding the potential for communicating with the Legislative Audit Committee to produce the outcome that the bill seeks to effect.
