Representative May commented on an amendment made to the bill in the House of Representatives allowing minor drivers and passengers to possess notes from their parents granting minor drivers permission to carry passengers, or passengers permission to travel in a car driven by a minor driver. He said that he believes that this provision would be difficult for law enforcement officials to enforce and that he supports the proposed conference committee report to strike this provision from the bill.
