The meeting was called to order by the chairman, Representative Merrifield.

Representative Marshall reviewed the provisions of House Bill 05-1311, concerning the annual evaluation of the expelled and at-risk student services grant program.

The following persons testified:

Lucy Trujillo, representing the Colorado Foundation for Families and Children, testified in support of the bill and described the evaluation process that the bill anticipates. She said that program will support the foundation's evaluation process. She further described work the foundation has done studying issues around minority representation in at-risk programs and the juvenile justice system.

Ms. Trujillo responded to questions from committee members regarding the foundation and distributed a hand-out of facts about the program data for mid-year 2004-05 (Attachment A).


01:39 PM -- Dave Smith, Colorado Department of Education (CDE), came to the table to respond to questions about the program and the evaluation process referenced in the bill. He provided a hand-out indicating the current recipients of grants and responded to questions about specific funding levels (Attachment B).

Mr. Smith continued to respond to questions about the way in which the Department evaluates the effectiveness of programs. He described programs he regards as effective in the Boulder and Littleton school districts. The structure of the grant program over a four-year cycle was discussed.

Representative Paccione asked questions about additional data that would show the past and current recipients of the grant program. In addition to discussing additional information, Mr. Smith responded to questions about behaviors associated with being at-risk of dropping out. He said that these behaviors include disruptive behavior, bullying, substance abuse, and truancy.
