Representative Marshall provided members with a summary of two options available for discussion. Proposed conference committee reports CLHB1208.001 (Attachment A) and CLHB.002 (Attachment B) were distributed to members. Members initiated a discussion regarding the options. Mr. Mike Cullen from the Department of Labor and Employment, Division of Unemployment Insurance was available to answer questions.

CHLB1208.001 would provide for an extension for the application of the surcharge to 2009. Senator Teck and Representative Hall see this option as a benefit to employers. Other members liked this option as well but were concerned with possible TABOR impacts if this option is implemented. Senator Teck and Representative Hall agreed. CHLB1208.002 addresses the issue for one year and then the General Assembly would need to address a possible extension next year. This option also mitigates possible negative TABOR impacts.
