Heidi Heltzel, Colorado Association of Commerce and Industry, discussed federal oversight of pollutant discharges. She stated the bill would duplicate federal processes for evaluating the impact of such discharges.

Stan Dempsey, Colorado Petroleum Industry, spoke in opposition to the bill. He stated the bill's provisions may lead to the Department of Public Health and Environment duplicating work currently done by other state departments.
