Representative Boyd, sponsor, presented the bill regarding payment of health insurance benefits directly to providers. Amendments L.001, L.002, L.003, and L.004 were distributed to members (Attachments A, B, C, and D).

Peg Brown, Colorado Association of Health Plans, spoke in opposition to the bill. She distributed a document to members (Attachment E) and discussed issues related to insurance network policies. She answered questions about the association's membership, rates paid to in- and out-of-network providers, and the bill's impact on the insurance industry.

Rebecca Weiss and Dr. Art Jones, Anthem Blue Cross and Blue Shield, spoke in opposition to the bill. Dr. Jones discussed his work as Anthem's medical director and insurance contracts with providers. He stated the bill would limit insurers' ability to contract with providers, particularly rural providers. He answered questions about insurance reimbursements to providers.

Dr. Lurye discussed his experience with Delta Dental and assignment of benefits. Dr. Zimmerman spoke against L.001, an exemption for dental insurers. Dr. Peterson discussed payments to rural providers. The doctors answered questions about charity care and the bill's impact on dentists' business practices.
