Representative Brophy, the prime sponsor of HB 05-1106, Concerning the Unborn Child Pain Awareness Act, described research about the ability of an unborn child to feel pain and provided committee members with a summary of this research (Attachment L). He then summarized the bill's provisions. Committee members were also provided with Amendment L.004 (Attachment M).
