Representative Balmer, prime sponsor, introduced House Bill 05-1083 which makes changes to the Department of Military and Veterans Affairs procedures concerning the disposition of property and the active service medal. He distributed Attachment C, entitled "Explanation for HB05-1083." He responded to committee questions.

Colonel William Robinson, representing the Department of Military and Veterans Affairs, spoke in support of the bill. He explained that the appraisal costs should come out of the proceeds of property disposition. He provided background information on the active service medal, explaining that the statute does not match the practice of awarding this medal, and the technical change provided by the bill will synchronize statute and practice. Colonel Robinson responded to committee questions. Representative Balmer provided Amendment L.001 (Attachment D) so the colonel could speak to the amendment.
