Representative Paccione explained the differences between the House and Senate versions of HB 1183 which would strengthen underage drinking laws, stating that this meeting was the first meeting of the second conference committee (the first conference committee was dissolved with no agreement reached). The committee discussed the safe haven provisions of the bill, and the immunity issues when a minor in possession of alcohol calls law enforcement to receive help for another minor who is in danger.

The committee members continued the discussion about the provisions in the bill related to when a minor in possession would receive immunity from criminal charges for minor in possession. Michael Dohr, Office of Legislative Legal Services responded to a question about whether other Colorado laws require a person to cooperate with law enforcement in order to receive immunity.

The committee talked about how to fit the "on the scene" immunity for the person who calls law enforcement into the bill.
