Senator Gordon, Senate sponsor of SB 05-037, discussed the development of the bill and explained why he proposed the bill. He discussed how claims are established as subject to the appeals process created by the bill and discussed the amendments made to the bill by the House of Representatives.

Representative Hefley discussed the House amendments to the bill. Senator Gordon discussed the draft conference committee report, CLSB037.001 (Attachment A). The draft report specifies that a claimant can present evidence from a dentist that there is a reasonable medical basis that the denied benefit is not subject to a contractual exclusion of the policy only if the policy in question is a dental plan.
