02:01 PM -- House Bill 05-1028

Representative Vigil, prime sponsor, introduced House Bill 05-1028 which authorizes the spouse, child, or parent of a person who has died serving in the armed forces to be issued any military special license plate for which the deceased would have qualified. He offered an explanation of Amendment L.001 (Attachment A). He responded to committee questions. Representative Vigil indicated that he had looked into the possibility of introducing another specialty license plate for this issue, but he believed the cost would be prohibitive. He indicated that the Department of Revenue also requires a threshold of 3,000 applicants for a new specialty plate. Several members expressed the interest of having a new specialty plate.

Terry Cooper, representing herself, spoke in support of the bill. She explained that she helped initiate the bill as a tribute to her son who had died in military service.

Representative Weissmann offered some suggestions as to the handling of these types of license plates and working with the Department of Revenue. Committee discussion ensued. Representative Schultheis indicated that he believes in the funding for this type of plate.

Representative Weissmann suggested the bill be laid over, to allow more input by several parties, and work by the sponsor, before it is passed to the Committee of the Whole. Committee discussion continued. The bill was removed from the table. Representative Vigil explained that he would be interested in continuing to work on the bill to make certain it reflects what he would like to accomplish before sending it on to the Committee of the Whole.
