Representative Morgan Carroll introduced House Concurrent Resolution 05-1001 regarding the submission of a constitutional amendment to the voters at the 2006 general election. The amendment specifies that an initiated or referred measure contains one subject when there is a rational unity between the general subject of the measure and all of the provisions being amended or repealed in that all of the provisions are germane to the general subject of the measure and to one another. She provided handouts Attachment D, a fact sheet on HCR 05-1001 that reviews the issue and Attachment E, Single-Subject Test. She responded to committee questions.
