Representative McFadyen, sponsor, presented the bill regarding compounding of drugs by pharmacists. She answered questions about the fiscal note. Amendments L.001, L.002, L.004, L.005 were distributed to members (Attachments A through D).

Gerald Young, Colorado State Board of Pharmacy, discussed current law regarding pharmacists and drug compounding and how the law will be effected by the bill. He stated the bill may jeopardize public health and welfare. He answered questions about pharmacist training, bulk compounding, distribution of compounded drugs, other states' practices, proposed changes to current law, drug safety, expiration of compounded drugs, and pharmacist liability.

Regina Barrell, US Food and Drug Administration (FDA), spoke in opposition to the bill. She discussed problems associated with drug compounding.

Ralph Johnson, Colorado Veterinary Medical Association, spoke in opposition to the bill. He discussed the bill's provisions regarding the "casual sale" of drugs and the associated five percent limit. He answered questions about oversight of drug quality and bulk compounding.

Sue Warren and Geoff Hier, Department of Regulatory Agencies, spoke in opposition to the bill. Mr. Hier discussed current compounding practices, the five percent limit on casual sales of drugs, and the bill's provisions regarding drug distribution.
