01:36 PM -- Senate Bill 05-047

Representative Ragsdale, prime sponsor, introduced Senate Bill 05-047 regarding driver's licenses. The bill reduces the term of an adult driver's license from 10 to 5 years, and also eliminates a scheduled increase in the adult driver's license fee. In addition, the bill:

• lowers the age limit for renewing a license by mail from 66 years to 61 years of age;
• gives a grandparent with power of attorney more authority to act on behalf of a minor driver; and
• clarifies that a driver's sworn statement of his or her social security number (SSN) is made under penalty of law and repeals the option to place the SSN on a license or ID card. The following people testified:

Roni White, representing the Driver's License Section, Department of Revenue, testified in support of the bill. She responded to committee questions. Ms. White indicated that the driver's license term for adult driver's was shortened for several reasons, one of which is the need to assess driver's sight.


01:48 PM -- Peg Ackerman, representing the County Sheriffs Association, testified in support of the bill. She indicated that the association particularly supports the provision in the bill that limits the term to five years because of a driver's license value as identification.

Representative Gallegos, prime sponsor, explained House Bill 05-1313 regarding the creation of the United States Navy Special License Plate. The bill would require a person to submit proof of service in the U.S. Navy to qualify for the plate.
