11:56 AM -- House Joint Resolution 05-1057 - Concerning Multiple-Year Fiscal Year Obligations

Representative Buescher, prime sponsor, explained the voter-question in the resolution (and the provisions in House Bill 05-1333) regarding multiple-year financial obligations and distributed amendment L.002 (Attachment A) and a document entitled "Colorado Economic Recovery Act" (Attachment B) to committee members. Representative Buescher also distributed a General Fund overview (Attachment C) to committee members showing the amounts transferred via the SB 97-1 transfers should House Bill 05-1194 and the bonding measures be approved by voters during the November 2005, General Election.

The committee discussed the strategic transportation projects that would be funded with the revenues from House Bill 05-1333.

12:14 PM -- Mr. Paul Schauer, Colorado Rock Products, testified in support of the legislation and commented that the transportation infrastructure is important to Colorado and a strong state economy.

12:18 PM -- Representative Gwyn Green, representing district 23 and the state, testified in support of the legislation.

12:21 PM -- Ms. Gayle Berry, Colorado Asphalt Paving Association, testified in support of the legislation.

12:22 PM -- Mr. Jim Cole, Holcim Cement, testified in support of the legislation.

12:23 PM -- Ms. Peggy Catlin, Deputy Director for the Department of Transportation, testified in support of the legislation. Ms. Catlin commented on the transportation projects that would be funded should the legislation pass.

The committee discussed the prioritization of the strategic transportation projects by the commission.

12:31 PM -- Ms. Sandra Solin, Northern Colorado Legislative Alliance, testified in support of the legislation.

12:33 PM -- Ms. Jennifer Brandenberry, Regional Transportation District and the City and County of Denver, testified in support of the legislation.

12:36 PM -- Mr. Don Bain, Denver Metro Chamber, distributed a letter of support on the measures (Attachment D) and testified in support of the legislation.

12:38 PM -- Mr. Rich Mauro, Denver Regional Council of Governments, testified in support of the measure.

12:42 PM -- Mr. Mike Mauer, Chief Economist Legislative Council Staff, responded to committee questions.
