02:05 PM -- Senate Bill 05-157 - Concerning the Legislative Legal Expenses Cash Fund


Representative Madden, prime sponsor, explained the provisions of the bill. She explained that the bill authorizes the executive committee of the Legislative Council to authorize the expenditure of moneys in the Legislative Legal Expenses Cash Fund for any expense of the Legislative Department upon the executive committee making a determination, after consulting with the chair of the Committee on Legal Services, that the amount to be expended is not needed to pay litigation-related expenses of the Committee on Legal Services. Representative Madden commented that moneys from the fund could be used for upkeep and maintenance for the chambers and also be used to pay for legislative aids.

The committee discussed the use of funds from the Legislative Legal Cash Fund as permitted under Senate Bill 05-157.

02:15 PM -- Senate Bill 05-041 - Concerning the Allocation of Moneys from the Highway Users Tax Fund

Representative Coleman, prime sponsor, explained the provisions of the bill. She explained the bill codifies the existing allocation methodology used by the State Treasurer for the Highway Users Tax Fund (HUTF) from various sources.

The following person testified:

02:20 PM -- Mr. Ben Stein, Deputy State Treasurer, distributed a report from the State Auditor on the Highway Users Tax Fund (Attachment A) and responded to questions regarding fund allocations. Mr. Stein commented that Senate Bill 05-041 addresses a Legislative Audit Committee recommendation. Mr. Stein closed by discussing the current law distribution of revenues from the HUTF to local governments.
