11:50 AM -- Senate Bill 05-132

Representative Paccione reviewed the provisions of Senate Bill 05-132, concerning higher education, and, in connection therewith, making modifications to the "Colorado Opportunity Fund Act," and making an appropriations therewith. An attachment was distributed (Attachment A). She discussed the changes the reengrossed version would make to the College Opportunity Fund Act, including making basic skills courses eligible for stipend funding.

Jeannine Brown, representing herself as a principal at Smoky Hill High School, discussed the provisions for stipends for postsecondary enrollment options for high school students. Representative Paccione clarified several points regarding the stipends to committee members.

The committee discussed potential amendments to the bill.

Nancy McCallin, President of the Community College System, discussed the fact that the fee-for-service contracts for the community college system would fall under stipend funding under the bill. In regard to enrollment growth, Ms. McCallin said that the community college system enrollment is relatively flat currently, partially attributable to improved economic conditions.

There was additional discussion about the relationship between funding for the stipends and increases in enrollment. Ms. McCallin responded to questions about how higher education funding has historically been adjusted to reflect changes in enrollment during the fiscal year.

Representative Merrifield reviewed the provisions of Senate Bill 05-139, and indicated that the reengrossed version was basically a new version of the bill that addressed supplemental on-line services offered by school districts. A hand-out was distributed (Attachment I).

Tim Snyder, representing Colorado Online Learning and the Colorado Association of School Executives, testified in favor of the bill. He distributed a hand-out (Attachment J).
