04:36 PM - Department of Military & Veterans Affairs Property Disposition

The meeting came to order. Attendance was taken and a quorum was present. Senator Bacon invited Colonel. Robby Robinson, Deputy Director of the Department of Military and Veterans Affairs (DMVA) to the table. Committee members were provided with a memorandum prepared by Legislative Council Staff describing the DMVA request to sell Field Maintenance Shop #3 in Grand Junction and to use the sale proceeds to construct a replacement facility (Attachment A), an overview of the department's phased development plan for the Grand Junction Field Maintenance Shop (Attachment B), and responses from the department to questions about the proposal from Capital Development Committee (CDC) staff (Attachment C).

Colonel Robinson described the Grand Junction Riverside Project and how the project will affect the property the DMVA leases from the city of Grand Junction. He also described the department's goals for the replacement of Field Maintenance Shop #3 and the DMVA's plans for the interim between the time the existing property is sold and a new field maintenance shop is constructed.

Mr. Richard Markovich, Architect, DMVA, discussed Attachment B and explained how the department will move from the current site to the new site, located to the east of the Veterans Memorial Cemetery. He described collaborative efforts among the city of Grand Junction, the Department of Human Services (DHS), and the DMVA to create a master plan for the site. He stated that the city included additional in-kind services, such as paving the access road, as part of the sale. He also said that the city and the department would have joint use of the access road.

Colonel Robinson and Mr. Markovich responded to questions from the committee. Mr. Bob Niedringhaus, Director of Facilities Management, DHS, discussed the history of the land and how DHS obtained it.

At the request of Mr. Larry Friedberg, State Architect, State Buildings and Real Estate Programs, Mr. Markovich explained how a portion of one of DHS's buildings was to be transferred to the DMVA to serve as an interim field maintenance shop and an interim armory. Senate Bill 05-240 transferred the interest in the land for this property from DHS to DMVA. Mr. Markovich further described a controlled maintenance request to bring the mechanical and electrical systems up to date for occupation as such. Mr. Friedberg answered questions regarding the priority of that controlled maintenance request, and explained the DMVA must own the building before it can request controlled maintenance funds for the building.
