06:53 PM -- Senate Bill 05-206

Representative White, prime sponsor, introduced Senate Bill 05-206 regarding the conduct of elections. This measure offers a variety of changes to election rules, including;

• a voter-verifiable paper record of all votes;
• sets regulations for voter registration drives;
• modifies the law governing provisional ballots;
• requires local election officials to be trained and certified by the Secretary of State;
• revisers the election calendar;
• adds three new types of identification that may be shown to vote; and
• allows emergency voter registration.

Representative White provided Attachment A, Senate Amendments to SB 05-206 - Fact Sheet, and Attachment B, SB 05-206 FACT SHEET.

Don Quick, Blue Ribbon Election Panel, testified in support of the bill. He was joined at the table by Donetta Davidson, Colorado Secretary of State, testified in support of the bill. They responded to committee questions. Ms. Davidson provided Attachments D, Voter ID States That Allow Student ID, and E, Colorado - Voter Registration Application. Both witnesses testified on the training to assist volunteers to register voters.

Carol Snyder, representing the Colorado County Clerks Association, and Scott Doyle, also representing the Colorado County Clerks Association, testified in support of the bill. Ms. Snyder indicated that they were basically present to respond to committee questions. She indicated that there are several amendments to the bill and she commented on the amendments to the bill that they were aware of, including, for a public test of the system, and the public notice for testing the system. They responded to committee questions. There was further discussion concerning absentee ballots, and the counting of those ballots.
