Representative Boyd, sponsor, described the provisions of HB05-1331 concerning the home investment fund that will help provide more affordable loans for housing. She also distributed Amendment L. 003 (Attachment A).

Britta Fisher, Colorado Housing Investment Fund Coalition, spoke in support of the bill and explained that the coalition is working to identify potential funding sources for affordable housing (Attachment B).

Ken Hoagland, Community Capital Corporation, spoke in support of the bill and described affordable housing programs in other states. He also described the potential economic benefits from an affordable housing program.

Bill Meyers, Sierra Club, spoke in support of the bill and identified potential environmental benefits from an affordable housing program.

Heidi Greer Mosher, Colorado Association of Realtors, spoke in opposition to the bill and explained that the Governor created a Blue Ribbon Panel on Affordable Housing that is still meeting and has not reported its recommendations. Also, the bill does not include funding.
