The committee was called to order. A quorum was present. Representative Todd, prime sponsor, presented House Bill 12-1293, concerning modifications to procedures that govern recall elections. Representative Todd explained the effect of the bill. The following persons testified regarding the bill:

Mr. Rich Coolidge, representing the Secretary of State, testified in support of House Bill 12-1293. Mr. Coolidge discussed some of the problems associated with recall elections at the county level.

Ms. Alissa Vanderveen, representing the El Paso County Clerk and Recorder's Office, testified in support of the bill. She listed the provisions in the bill that her office finds beneficial, and discussed the merits of these provisions. Ms. Vanderveen responded to questions regarding the cost of recall elections, and fees associated with filing for a recall election.
