Representative Vaad explained that the bill prohibits a state agency from promulgating a rule creating a state mandate on a local government, with some exceptions listed in the bill, and distributed prepared amendment L.003 (Attachment B). He discussed Executive Order D 2011-005 issued by Governor John Hickenlooper, which established a policy to enhance the relationship between state and local government.
