Representative Massey identified the information received by the House Ethics Committee since its first meeting on February 6 that includes Representative Bradford's response to the House Ethics Committee (Attachment A), a recording of Denver Police Department radio transmissions during the January 25, 2012, traffic stop involving Representative Bradford, and a January 31, 2012, audio video recording of a KCNC Channel 4 news conference involving the Denver Police Department. He explained that the Denver Police Department did not submit evidence that indicated that Representative Bradford was driving under the influence when stopped by the Denver Police Department or that she invoked legislative privilege during that incident. He also summarized the House Ethics Committee's charge under House Rule 49 and the January 31, 2012, ethics complaint from the Speaker of the House of Representative, Frank McNulty.

Committee discussion followed about the evidence received by the committee, the committee's charge, and the ethical standards that may be used to determine if an ethics violation occurred. Representative Sonnenberg summarized the provisions of the January 31 ethics complaint from Speaker McNulty that requested a determination on whether Representative Bradford was driving under the influence of alcohol on January 25, 2012, and whether she invoked legislative privilege during that incident. He explained that the committee has not been provided evidence to determine whether Representative Bradford was driving under the influence or whether she invoked legislative privilege.
