12:52 PM -- JBC Long Bill Briefing

The meeting was called to order. Representative Vaad gave a brief overview of the FY 2012-13 budget and took the committee through a power point presentation providing the Colorado Department of Transportation (CDOT) FY 2012-13 budget. He commented that the FY 2012-13 CDOT budget includes no cash funds and discussed appropriation highlights.

Representative Looper asked if the CDOT is contracting out construction and maintenance services to the private sector as much as they have in past years.

Mr. Byron DeLuke, Joint Budget Committee (JBC) staff, responded that for FY 2012-13, approximately $340 million is being contracted out for construction and maintenance services in the CDOT.

Representative Vaad gave an overview of contracting out of services by the CDOT.

Representative Priola inquired if there has been any savings projections as a result of the mild winter that Colorado has seen. Representative Vaad commented on the department's maintenance management system.

Representative Brown asked for information concerning the condition of Colorado roads. Mr. Deluke came back to the table and commented on the department rating system. Mr. DeLuke explained benchmark ratings in comparison to actual ratings for past years. Discussion ensued concerning the use of federal money on state roads.

Representative Tyler asked about the status of the CDOT's new procurement system. Representative Gerou said that staff will get that information to the committee. Representative Hamner asked for information concerning Funding Advancement for Surface Transportation and Economic Recovery (FASTER) revenue. Discussion ensued concerning the stability of the FASTER revenue stream over recent years.

Representative Scott asked if there is a trend in both federal and state dollars declining for transportation in Colorado. Representative Vaad responded that revenues for transportation are based on a diminishing source. Representative Gerou said that there will be a drop of federal funds to the state, including transportation funds.

Representative Williams asked about the License Plate Cash Fund on page 237. Representative Levy said that there is a decrease in the purchase of license plates reflected by the data. Mr. David Meng, JBC staff, commented on license plate revenue.

Representative Priola asked about the federal gasoline tax. Discussion ensued concerning the federal gasoline tax and the state excise tax.

Representative Young asked about Colorado Financial Reporting System (COFRS) modernization. Discussion ensued concerning funding for toll roads.
