Representative Kerr A., prime sponsor, explained the provisions of the bill and distributed amendment L.006 (Attachment A). He began by saying that the bill makes a number of statutory changes to K-12 education. He closed by noting that amendment L.006 makes a technical change.

10:45 AM -- Senate Bill 12-055 - Concerning the 9Health Fair Income Tax Checkoff Program

Representative McCann, prime sponsor, presented Senate Bill 11-055. She noted that the bill extends the voluntary contribution designation (or income tax checkoff) benefitting the 9Health Fair Fund when space becomes available on the tax form. Representative McCann explained that the money benefits the annual 9Health Fair, which provides health screenings to citizens in Colorado.

Representative McCann distributed amendment L.002 (Attachment B) and asked staff to speak to the amendment.

Mr. Jim Goddard, representing 9Health Fair, a nonprofit organization, testified in support of the bill. He stated the mission of 9Health Fair is to promote health awareness and provide free health screenings and educational programs to the public. Mr. Goddard explained that the program has been in existence since 1980 and became a nonprofit organization in 1987. He also noted the organization does not receive any money from 9 News and receives funding from private donations. Mr. Goddard stated the program has 19,000 volunteers and screens about 90,000 individuals at the annual health fair. Mr. Goddard provided the committee with an overview of the different health screenings conducted by the organization. He responded to committee questions about the organization's annual budget, which he noted was about $5 million, and stated that about $50,000 per year comes from checkoff donations.

11:22 AM -- Mr. John Barrett, representing 9Health Fair, testified in support of the legislation. Mr. Barrett talked about his personal experiences with 9Health Fair.

11:24 AM -- Mr. Roberta Dougherty, representing 9Health Fair, testified in support of the bill. Ms. Dougherty discussed the mission of the 9Health Fair.

11:28 PM -- Mr. Rory Donaldson, representing 9Health Fair, testified in support of the bill. Mr. Donaldson distributed a copy of a packet of letters from different supporters of the legislation (Attachment C).

11:41 AM -- House Bill 12-1295 - Concerning A Special License Plate for the Colorado Rockies

Representative Priola, prime sponsor, presented House Bill 12-1295. He noted that the bill creates the Colorado Rockies special license plate. The plate will be available to all applicants who pay a one-time additional fee of $50 and demonstrate they have donated $52.80 to the Colorado Rockies Baseball Club Foundation. Of this fee, $25 is credited to the Licensing Services Cash Fund (LSCF) and $25 is credited to the Highway Users Tax Fund (HUTF). Representative Priola closed by distributing a handout to the committee (Attachment D) showing the Colorado Rockies vehicle license plate in the bill.
