Representative Vaad, chair, called the meeting to order. A quorum was present. Representative Becker, prime sponsor, presented Senate Bill 12-171. The bill creates the Colorado Conservation and Recreation program, a state enterprise comprised of a board, a new cash fund, and the Colorado conservation license plate. The fund will be supervised by a board comprised of the State Conservation Board, which will finance a conservation and recreation center at Bonny Lake. Among other official powers, the state board created in this bill will have the authority to issue bonds secured by the fund, with the approval of the General Assembly and Governor. The board must use the first $750,000 in the fund to secure the financing of the center. Revenue for the Colorado Conservation and Recreation Fund is derived from fees generated by the special license plate created in this bill. The plate will be available to applicants who pay a one-time additional fee of $200. Of this fee, $25 is credited to the Licensing Services Cash Fund (LSCF), $25 is credited to the Highway Users Tax Fund (HUTF), and $150 is credited to the Colorado Conservation and Recreation Fund. Representative Becker discussed the provisions of the bill as amended by the Senate. Representative Becker responded to questions from the committee concerning license plate requirements and the revised fiscal note.
