01:34 PM -- Presentation by eGo CarShare

Representative Vaad, chair, called the meeting to order. A quorum was present. Representative Vaad asked Representative Tyler to provide a brief introduction for the eGo CarShare presentation.

Ms. Alyss Alt, representing eGo CarShare, introduced herself to the committee and gave a brief overview of the eGo CarShare program. A handout was distributed to the committee (Attachment A). Ms. Alt discussed transit-oriented carshare programs and the purpose of the eGo CarShare program. Ms. Alt said that as of July 2011, 26 U.S. carsharing programs claimed 560,572 members sharing 10,019 vehicles. Colorado currently has carsharing programs in Boulder, Denver, Aspen, as well as at Colorado State University and Colorado College. Ms. Alt said that Denver has 16 carshare locations and Boulder has 21.

Representative Vaad asked what an eGo CarShare location looks like.

Ms. Alt discussed reasons why people choose to carshare, such as convenience, control, and cost effectiveness. Ms. Alt gave an overview of how the program works and associated costs for an individual that chooses to use the program. She discussed the fuel efficiency of the eGo CarShare vehicles. She commented on peer-to-peer carsharing, which is when an individual can rent a car to another individual.

Representative Priola asked for more information about how to use an eGo CarShare vehicle and how the program differs from a traditional car rental company.

Representative Vaad asked if the 16 Denver locations are near RTD locations and on similar schedules.

Representative Young inquired about a survey that was conducted by eGo CarShare about program usage (shown in Attachment A).

Representative Tyler asked if a vehicle can be used for multiple days at a time.

Mr. Ben Turner, representing eGo CarShare, came to the table. He commented on the program. Representative Ramirez asked for more information concerning the program. Representative Fischer commented on the program.


02:03 PM -- House Bill 12-1295

The committee took a brief recess.

The committee came back to order. Representative Priola, prime sponsor, presented House Bill 12-1295. The bill creates the Colorado Rockies special license plate. The plate will be available to all applicants who pay a one-time additional fee of $50 and demonstrate they have donated $52.80 to the Colorado Rockies Baseball Club Foundation. Of this fee, $25 is credited to the Licensing Services Cash Fund (LSCF) and $25 is credited to the Highway Users Tax Fund (HUTF). Representative Priola discussed the provisions of the bill.

Representative Vaad asked Representative Priola if the signature requirements have been met for this license plate.

Mr. Hal Roth, representing the Colorado Rockies, testified in support of the bill. Mr. Roth expressed the Colorado Rockies' support of the bill and commented on the organization's charitable giving.
