Representative Gerou presented a powerpoint presentation (Attachment A) on the FY 2012-13 budget contained in the House Bill 12-1335 (the long bill). In her presentation, she discussed the Department of Health Care Policy and Financing budget, Department of Human Services budget, the Department of Public Health and Environment budget, and the appropriations highlights outlined in the long bill narrative for each of those departments. During her presentation, she stated that there will be a reduction in federal Temporary Assistance for Needy Families dollars, but it is unknown how much those funds will be reduced.

Representative Gerou responded to a question about the appropriation for the Colorado Financial Reporting System modernization.

Kevin Neimond, Joint Budget Committee Staff, responded to questions about forensic unit evaluations. Representative Levy discussed the lawsuit settlement concerning the forensic unit evaluations.

Megan Davisson, Joint Budget Committee Staff, responded to questions about the Division of Vocational Education Rehabilitation reduction to reflect anticipated funds from school districts in FY 2012-13.

Representative Gerou responded to questions about disaster payment funds and the Controlled Maintenance Trust Fund. John Ziegler, Director of the Joint Budget Committee Staff, further discussed the Controlled Maintenance Trust Fund. Representative Brown and Representative Gerou continued to discuss the Controlled Maintenance Trust Fund. Byron DeLuke, Joint Budget Committee Staff, responded to a question about the amount of money in the Governor's Emergency Fund.
