02:08 PM -- Senate Bill 12-095

Representative Barker, prime sponsor, presented Senate Bill 12-095. The bill clarifies the motor vehicle titling procedures if an applicant does not have a title. Under current law, title applicants with a vehicle over 25 years old can avoid paying a bond if they produce a notarized bill of sale (within two years) and a certified vehicle identification number inspection document. This bill allows all applicants possessing these documents to gain a title without paying a bond, regardless of the titled vehicle's age. Representative Barker discussed the provisions of the bill.

02:10 PM --
Ms. Maren Rubino, representing the Department of Revenue (DOR), came to the table to respond to questions from the committee. Ms. Rubino commented on the titling process. Representative Hamner asked for more information concerning electronic copies of titles. Representative Young asked for more information concerning current inconsistencies in the titling process. Representative Fischer commented on the legislative declaration that was added by amendment in the Senate Transportation Committee.

02:18 PM --
Mr. Pete Kirchhof, representing the Mountain Credit Union Association, testified in support of the bill. Mr. Kirchhof expressed his support on the bill.
