Representative Vaad, chair, called the meeting to order. A quorum was present. Representative Labuda, prime sponsor, presented House Bill 12-1131. The bill creates the Child Loss Awareness special license plate. The plate will be available to all applicants who pay a one-time additional fee of $50. Of this fee, $25 will be credited to the Licensing Services Cash Fund (LSCF,) and $25 is credited to the Highway Users Tax Fund (HUTF). Representative Labuda discussed the intent of the bill and distributed a handout to the committee (Attachment A).

Ms. Maren Rubino, representing the Department of Revenue (DOR), came to the table to respond to questions from the committee. Ms. Rubino responded to questions from the committee concerning requirements for, and the process of, obtaining a special license plate.

Ms. Stacy Rivera, representing herself, testified in support of the bill. Ms. Rivera stated that she has lost four children and commented on child loss. She spoke about the Rowan Tree Foundation, a non-profit organization that provides support for families coping after the death of a child at any age.

Ms. Cormine OFlynn, representing herself and the Rowan Tree Foundation, testified in support of the bill. Ms. OFlynn discussed her personal experience with child loss. Ms. OFlynn submitted written testimony for the record from an individual who could not attend the meeting (Attachment B).
