Rep Kerr- increasing the paperwork on our school districts.

Rep Holbert - understands the perspective. We have examples of where districts may have inadvertently conducted the survey without parental consent. Seems like a proactive way to ensure that the law would not inadvertently have been broken. Is it an undue burden on the district.

Rep Beezley - so what is adequate for notice? thoughts on the actual mechanism of delivery.

Rep Holbert - we have stayed away from prescribing how the notice must be made.

Rep Beezley - not overly prescriptive.


Rep Hamner - if we applied this rule to every law we pass... not clear what the district is providing at the beginning of the year. Are we missing anything that the school district is supposed to supply?

Doesnot want someone to say "well no one told me I couldnt do this.". Several times he has talked to classes in his school district - in some cases, a consent form came home for youngest son to have him talk in class.
