The committee came back to order. Representative Looper, prime sponsor, presented House Bill 12-1038. This bill, as recommended by the Transportation Legislation Review Committee (TLRC), establishes a permanent registration for Class A trailers and semitrailers. In order to qualify for the permanent registration, an owner must either be based outside of Colorado, or if the owner is based in Colorado, then the trailer must be at least 10 years old. The new registration is permanent, but expires when the trailer or semitrailer transfers ownership. Representative Looper discussed the provisions of the bill. A handout and prepared amendment L.001 were distributed to the committee (Attachments D and E, respectively). Representative Priola commented on the bill.

Mr. Bobby Juchem, representing the Colorado State Patrol, came to the table to respond to questions from the committee. Representative Jones asked about the validating sticker or tab pursuant to page 4 of the bill. Conversation ensued concerning the validating sticker. Representative Scott asked about fleet vehicles.

Mr. RJ Hicks, representing the Colorado Motor Carriers Association (CMCA), testified in support of the bill. Mr. Hicks briefly discussed the impetus of the bill and commented on Attachment D. Mr.Hicks expressed CMCA's support for the bill. Mr. Hicks responded to questions from the committee concerning specific ownership taxes (SOT).
