Representative Todd, prime sponsor, explained that House Bill 12-1162 creates the Operation Desert Storm special license plate. She noted that the plate will be available to veterans who served in the U.S. Armed Forces between August 2, 1990, and February 28, 1991. Representative Todd said that in addition to the standard license plate fees, applicants will pay a one-time additional fee of $50.
