Representative Vaad, chair, called the meeting to order. A quorum was present. Representative Kagan, prime sponsor, presented House Bill 12-1108. The bill repeals certain sign restrictions in the Colorado Department of Transportation (CDOT) and, as such, it allows the CDOT to post directional signs for tourist attractions and advertising signs for food, fuel, and lodging in urban areas on the interstate highways in urbanized areas. Representative Kagan discussed the provisions of the bill and distributed handouts concerning business logo signs and tourist oriented directional signs (Attachments A and B, respectively).

Mr. Jerry Miller, representing the CDOT, testified in support of the bill. Mr. Miller expressed the department's support for the bill and commented that the bill allows the department control over the placement of the signs. Mr. Miller commented that results of annual surveys conducted by vendors of travellers at rest areas indicates that travellers get more information from these signs rather than billboards. Representative Looper asked for more information concerning the placement of signs. Mr. Miller responded that the signs are only placed on the CDOT's right-of-way. Representative Looper asked how much it costs to lease the space from CDOT. Mr. Miller said that the price structure on these signs is anywhere from $500 to $1,500 per year per sign. Representative Vaad asked who controls whether the signs can be posted. Mr. Miller responded that small towns govern what happens within city limits; CDOT controls where a sign is posted on interstate highways. Representative Ramirez commented on the bill. Representative Vaad asked for more information concerning the different types of signs and limitations for each sign panel. Mr. Miller gave a brief overview of how the signs are used and their limitations. Representative Hamner asked for information concerning expenditures associated with the bill.

Mr. Miles Davies, representing Scenic Colorado, testified in support of the bill. Mr. Davies gave a brief overview of Scenic Colorado and expressed his support for the bill. Mr. Davies said that the bill provides an opportunity for businesses to advertise in a regulated and predictable manner.

Mr. Pete LaBarre, representing High Country Restaurant Holdings, testified in support of the bill. Mr. LaBarre said that the bill will increase jobs in the state. Representative Vaad asked if vendors pay a fee to navigation systems that tell a person where a business is located.
