The committee was called to order. A quorum was present. Representative Ramirez, prime sponsor, presented House Bill 12-1136, concerning a prohibition on the use of public land for retail sales. The committee took testimony on the bill, and amended the bill, at its April 18th meeting. Representative Ramirez reviewed the effect of the bill, and provided closing remarks in its favor. Discussion ensued regarding the effect of the bill on emerging energy sources for motor vehicles, including compressed natural gas and electricity. Discussion followed regarding the potential for existing private roadside accommodations to enter into public-private partnerships once federal restrictions on placing private businesses on public land surrounding roadways are eliminated. Representative Liston discussed the importance of location to the success of gas stations, and the detrimental effects to existing businesses of the elimination of federal restrictions on placing gas stations on public rights-of-way.
