Representative Peniston, prime sponsor, presented Senate Bill 12-146, concerning limitations on the acceptance of certain benefits by specified governmental actors who are in a position to reward persons offering such benefits with official action. Representative Peniston explained that the bill amends portions of current law governing the standards of conduct for certain public officials, officers, and employees. Representative Peniston addressed questions from the committee concerning the need for the bill and discussed cases where contracting options may be limited within a community.

Evan Goulding, representing the Special District Association, testified in support of the bill and discussed the provisions in the bill that cover ethical conduct for local government officials and employees. Mr. Goulding responded to questions from the committee concerning prepared amendment L.001 (Attachment C).
