Representative Vaad, chair, called the meeting to order. A quorum was present. Representative Soper, prime sponsor, presented House Bill 12-1153. The bill creates the Distinguished Flying Cross special license plate. The plate will be available to recipients of the Distinguished Flying Cross, a military medal of valor. In addition to the standard license plate fees, applicants will pay a one-time additional fee of $50. Of this fee, $25 is credited to the Highway Users Tax Fund (HUTF) and $25 is credited to the Licensing Services Cash Fund (LSCF). Representative Soper responded to questions from the committee.

Ms. Maren Rubino, representing the Department of Revenue (DOR), came to the table to respond to questions from the committee. Ms. Rubino said that military license plates do not require collecting 3,000 signatures or other requirements that are mandated for group special license plates.

Mr. David Thompson, representing himself, testified in support of the bill. Mr. Thompson responded to questions from the committee concerning the Distinguished Flying Cross medal and his experience in the military.
