The committee came back to order. Representative Conti, prime sponsor, presented House Bill 12-1123. The bill, as recommended by the TLRC, establishes a permanent registration for Class A trailers and semitrailers. In order to qualify for the permanent registration, an owner must either be based outside of Colorado, or if the owner is based in Colorado, then the trailer must be at least 10 years old. The new registration is permanent, but expires when the trailer or semitrailer transfers ownership. Representative Conti discussed the provisions of the bill and responded to questions from the committee.

11:05 AM -- Ms. Polly Page, representing the Colorado Consumer Coalition, testified in support of the bill.

11:08 AM -- Ms. Becky Quintana, representing the Public Utilities Commission, came to the table to respond to questions from the committee concerning the reporting of energy rate cases during the immediately preceeding two years pursuant to the bill.
