Representative Vaad, chair, called the meeting to order. A quorum was present. Representative Soper, prime sponsor, presented House Bill 12-1153. The bill creates the Distinguished Flying Cross special license plate. The plate will be available to recipients of the Distinguished Flying Cross, a military medal of valor. In addition to the standard license plate fees, applicants will pay a one-time additional fee of $50. Of this fee, $25 is credited to the Highway Users Tax Fund (HUTF) and $25 is credited to the Licensing Services Cash Fund (LSCF). Representative Soper responded to questions from the committee.

Ms. Maren Rubino, representing the Department of Revenue (DOR), came to the table to respond to questions from the committee. Ms. Rubino said that military license plates do not require collecting 3,000 signatures or other requirements that are mandated for group special license plates.

The committee came back to order. Representative Todd, prime sponsor, presented House Bill 12-1162. The bill creates the Operation Desert Storm special license plate. The plate will be available to veterans who served in the U.S. Armed Forces between August 2, 1990, and February 28, 1991. In addition to the standard license plate fees, applicants will pay a one-time additional fee of $50. Of this fee, $25 is credited to the Licensing Services Cash Fund (LSCF) and $25 is credited to the Highway Users Tax Fund (HUTF). The plate will be available on January 1, 2013. Representative Todd discussed the impetus behind the license plate. Two handouts concerning the history of Desert Storm and proposed amendment L.001 were distributed to the committee (Attachments A,B, and C, respectively).

The committee came back to order. Representative Pace, prime sponsor, presented House Bill 12-1275. The bill creates the Wildlife Sporting special license plate. The plate will be available to all applicants who pay a one-time additional fee of $60. Of this fee, $25 is credited to the Licensing Services Cash Fund (LSCF), $25 is credited to the Highway Users Tax Fund (HUTF), and $10 is credited to the Wildlife Cash Fund. This plate also requires a $25 annual renewal fee. The money in the Wildlife Cash Fund is used to fund grants to create or enhance shooting ranges, and for projects to improve fishing opportunities. Representative Pace discussed the provisions of the bill and distributed a handout to the committee (Attachment D). Representative Vaad noted that Representative Pace's key witness had not yet arrived and that the committee would hear another bill in the meantime.

10:23 AM -- House Bill 12-1291

Representative Wilson, prime sponsor, presented House Bill 12-1291. The bill eliminates the late registration fee for collector items, such as a motor vehicle model year 1975 or earlier, or a horseless carriage. The current late registration fee for this type of motor vehicle is $25 for each month late and capped at $100. Representative Wilson discussed the provisions of the bill and distributed a handout concerning late vehicle registration fees (Attachment E). The sponsor requested that the bill be postponed indefinitely.

The committee came back to order. Representative Pace, prime sponsor of House Bill 12-1275, returned to the table. Representative Pace explained that they are in the process of obtaining the required 3,000 signatures and that the signatures should be completed within a week or two. Representative Ramirez commented on the special license plate signature requirement. Representative Looper asked for more information concerning the moneys that will be available for shooting ranges for young people in the state.

Mr. Mauck commented that he is a commissioner for Clear Creek county and explained the intent of the bill. Mr. Mauck responded to questions from the committee concerning what the license plate will look like (Attachment G).
