03:09 PM -- Senate Bill 12-104 - Concerning Drug Treatment Funding

Representative DelGrosso, prime sponsor, explained that Senate Bill 12-104 consolidates funding for substance abuse treatment for adult and juvenile offenders. The bill renames the existing Drug Offender Surcharge Fund to the Correctional Treatment Cash Fund (CTCF). After a brief committee discussion, the following action was taken.

03:14 PM -- Senate Bill 12-002 - Concerning Civil Unions

Representative Ferrandino, prime sponsor, explained that Senate Bill 12-002 authorizes civil unions in Colorado and sets forth the rights, responsibilities, and requirements of persons entering a civil union. He noted that two persons, regardless of gender, may enter into a civil union if they are not related by blood, not married to or in a civil union with another person, and are over the age of 18.

The committee engaged in a brief discussion about the licensing fees in the fiscal note.
