10:00 AM -- House Bill 11-1166

Senator Hudak, chair, called the meeting to order. Senator Aguilar, prime sponsor, presented House Bill 11-1166. The bill creates the Type I Diabetes special license plate. The plate will be available to all applicants who pay the necessary fees, including a one-time additional charge of $50. Of the $50 fee, $25 is credited to the Licensing Services Cash Fund (LPCF) and $25 is credited to the Highway Users Tax Fund (HUTF). Senator Aguilar discussed the impetus behind the bill and responded to questions from the committee.

Hannah Koeppen, representing herself, testified in support of the bill. A handout was distributed to the committee (Attachment A). Ms. Koeppen spoke about the Girl Scout Troops' interest in the bill.

Amanda Emmelkamp, representing herself, testified in support of the bill.

Jessica McFerrin, representing herself, testified in support of the bill. Ms. McFerrin spoke about her experience with Type I Diabetes and the need for public awareness of the disease.

Jenny McFerrin, representing herself, testified in support of the bill. Ms. McFerrin gave a brief overview of her daughter's experience with Type I Diabetes and said that the goal of the bill is to raise awareness. Ms. McFerrin responded to questions from the committee concerning the difference between Juvenile Diabetes and Type I Diabetes. Senator Aguilar commented on the distinction between the two types of diabetes.

The committee discussed potential revenue from the license plate. Senator Spence commented that, according to the language of the bill, the license plate would read "Juvenile" Diabetes rather than "Type I" Diabetes.

Andi Leopaldes, representing herself, testified in support of the bill. Ms. Leopaldes spoke about her son's experience with Juvenile Diabetes.

Jenny McFerrin came back to the table to respond to questions from the committee.

Maren Rubino, representing the Department of Revenue (DOR), came to the table to respond to questions from the committee. Ms. Rubino clarified that the $50 fee is required for all special license plates and that, according to the bill, this license plate could be personalized. Ms. Rubino clarified that the license plate would generate $25 per plate to the HUTF. Senator Schwartz noted the House amendment to the bill that would require the license plate to read "Juvenile" Diabetes.


10:22 AM

Jenny McFerrin came back to the table to clarify that the troop did submit a design for the license plate to the Department of Motor Vehicles (DMV). Ms. Rubino said that her program does not have that information. Senator Spence asked about the language on the license plate. Senator Aguilar responded. Senator Williams commented that she was concerned that Ms. Rubino did not obtain copies of the signatures needed to create a special license plate, as well as a design for the license plate. Ms. McFerrin said that the troop submitted the application, along with signatures and the design for the plate to the DMV and noted that she has a letter from the department approving the application. Ms. Rubino explained that the process that Ms. McFerrin described is typically the process that DOR has in place for special license plates. The committee discussed what action to the take on the bill. The bill was laid over for action on a later date.
