Senator Keller, prime sponsor, said that the bill codifies current policy regarding the treatment of communicable diseases. She said that immunizations are required by federal law, but the requirement does not appear in Colorado statute.

05:51 PM -- Dennis Ellis, Executive Director, Colorado Department of Health and Environment, said that there are services, such as treating communicable disease, for which identification should not be required. He said that this bill is needed to ensure preservation of this core function by the Department.
