Thomas Morris, Office of Legislative Legal Services, explained the two proposed conference committee reports.

Representative Crane explained the reasons the House members had wanted a conference committee and explained the purpose of .004 (Attachment A). Representative McGihon explained the language that she proposed changing for clarification purposes. Representative Crane commented on additional points of the report. Representative Crane moved .004.


09:29 AM

Committee discussion ensued regarding the importance of clarifying that "person" in the context of the bill referred to individuals and not entities. Senator Johnson indicated his belief that clarification of "person" was not necessary in the context of the bill and offered a substitute motion of .003 (Attachment B) which did not include the language changing person to "individual." Thomas Morris, OLLS, noted that .003 still falls beyond the scope of the committee and also indicated that clarifying "person" was probably not necessary. Following committee discussion, Senator Johnson withdrew his motion on .003.
